Dal 2023, le installazioni di sistemi di accumulo di energia a batterie commerciali e industriali su larga scala (oltre 1 MWh) sono aumentate da 40 a 84, con una capacit\u00e0 totale che \u00e8 balzata di 811 TP3T a 620 MWh. Altri 3.000 MWh sono in costruzione, spinti dall'urgente necessit\u00e0 dei Paesi Bassi di bilanciare la propria rete, fortemente basata su energia eolica e solare. Ma dietro questi progressi si cela una palese contraddizione: mentre le batterie contribuiscono a risolvere la congestione della rete, le autorit\u00e0 di regolamentazione olandesi impongono loro tariffe tra le pi\u00f9 elevate d'Europa, fino a 23 \u20ac\/MWh, rispetto a 0 \u20ac in Germania.<\/p>\n\n\n\n
Questa discrepanza deriva da una stranezza normativa. L'Autorit\u00e0 olandese per i consumatori e i mercati (ACM) classifica le batterie autonome come "consumatori", costringendole a pagare tariffe di trasmissione elevate e variabili. Al contrario, la Germania esenta gli impianti di accumulo da queste tariffe, riconoscendone il ruolo nella stabilizzazione della rete. Il risultato? L'accumulo di energia tramite batterie dovrebbe essere una scelta ovvia per i Paesi Bassi. La congestione della rete elettrica del Paese \u00e8 tra le peggiori d'Europa, con la riduzione dell'energia solare ed eolica che sta diventando routine. Le batterie potrebbero assorbire l'energia rinnovabile in eccesso e rilasciarla quando necessario, alleggerendo la pressione sulle reti sovraccariche. Eppure, invece di incentivare questa soluzione, la politica olandese la penalizza.<\/p>\n\n\n\n
L'impatto finanziario \u00e8 grave. Per una tipica batteria da 50 MW, le tariffe di rete possono cancellare 1 milione di euro o pi\u00f9 di fatturato annuo, sufficienti a decretare il successo o il fallimento di un progetto. Non sorprende che gli sviluppatori stiano spostando l'attenzione su configurazioni ibride, combinando batterie con parchi solari o eolici per evitare completamente le tariffe. Oltre 801 TP3T di nuovi progetti di accumulo olandesi seguono ora questo modello, un chiaro segnale di mercato che le batterie autonome sono svantaggiate.<\/p>\n\n\n\n<\/figure>\n\n\n\n
I Paesi Bassi possono modificare la loro politica di stoccaggio?<\/strong><\/h3>\n\n\n\n
La soluzione risiede nella riforma della regolamentazione. TenneT, il gestore della rete olandese, ha gi\u00e0 introdotto soluzioni alternative come Contratto ATR85<\/strong>, che riduce le tariffe di 65% per le batterie che funzionano in modo flessibile. Ma si tratta di una soluzione temporanea. Il vero cambiamento deve venire da ACM, che \u00e8 sotto pressione per riclassificare le batterie come "asset di flessibilit\u00e0" anzich\u00e9 come beni di consumo. Una decisione \u00e8 prevista per dicembre 2025, e l'intero settore sta osservando.<\/p>\n\n\n\n
Se i Paesi Bassi allineassero le loro politiche a quelle della Germania, il mercato dell'accumulo di energia potrebbe esplodere, sbloccando miliardi di investimenti.
